Startec may be adding a 11.9% "Regulatory Assessment Fee" to their 1010719 charges. This fee may be differ from the Universal Service Fund typically added by the other 10-10 services.

Phone lines on which 1010719 was first used after June 1, 2004 are now charged a 39-cent per call connect fee. Phone lines on which 1010719 was first used between July 11, 2003 and May 2004 are charged a 30-cent per call connect fee, unless the user called Startec and switched rate plans. Lines that started prior to then may be charged a different fee and are on different per-minute rates as well. Startec has changed various rates and the connect fee for new users at different times. For existing users to confirm your actual rates, call Startec. Prior users can contact that company if they want to switch their phone line to a new rate plan.
